Selling solutions and services to the public administration can generate good business for the ICT sector. However, for a government agency to carry out any type of acquisition of goods, programs or services, it is necessary to follow rules, established by laws, decrees and normative instructions. But, do public administrators in the 26 states, 5570 municipalities, hundreds of municipalities and other administrative bodies know what new technologies can offer to improve services to the population and the management of public resources? Are the manager and his civil servants being able to follow the innovations?

In view of the potential and expansion of the public procurement market, ABES management decided to create the Public Procurement Working Group (WG) to discuss policies and news in this area; share national and international cases of digital government; contribute and dialogue with control bodies; and providing opportunities for members to expose their solutions at events aimed at the government, among other actions. The GT launch online meeting will take place on 10/15/2020, at 9 am, with registrations through the Zoom platform.

“The theme of public procurement has been recurrent in the meetings of the Regulatory Committee and in the dialogue between ABES and the public authorities, especially in the matter of the use of government contracts as guarantee of loans, which is close to becoming a reality with the Anticipation. We conclude that it is time to create a specific working group, in view of the cross-cutting of ICT and how digital government projects and smart cities are on the agenda of the day ”, explained Rodolfo Fücher, president of ABES.

According to the Ministry of Economy, Micro and Small Enterprises (MPE) won 65.5% of public purchases made in 2020. According to the Federal Government's Purchasing Panel, of the more than 95 thousand processes carried out, approximately R$ 15 billion were contracted through MEPs. The total amount handled was about R$ 49.5 billion. The data released include purchases made by the federal government, by states and municipalities, which use the Federal Government's Purchasing System (Comprasnet).

“The relevance of MSEs in public events is in line with the profile of ABES members, since more than 70% of them are micro and small companies. With the debates and the exchange of experiences, we will be able to identify businesses and better prepare our associates to provide services and sales to the public authorities ”, concludes Rodolfo.
