ALMT Interactive app allows direct communication between citizens and deputies

Microsoft introduced Fidelity Mobile as a global case study of using Xamarin for mobile government. The company highlighted the use of the platform for the development of the ALMT Interativa app, which allows direct communication between citizens and deputies from Mato Grosso.

The app was developed using Visual Studio Tools for Xamarin, Azzure and the Visual Studio App Center, tools that helped the team of eight Fidelity developers to develop the application. According to Microsoft, the app “combines popular UX features for consumption (such as chat and gamification), enterprise-level security and intelligent cloud services, such as translation and continuous data access, to promote citizen engagement and raise awareness. transparency and trust ”.

Xamarin allowed Fidelity to develop the native Windows app, sharing more than 90% of the code for iOS and Android. The entire application can be tested Visual Studio App Center, ensuring the security requirements demanded by the Legislative Assembly. And the cloud service Microsoft Azzure offered the conditions so that the app could run on and offline, with simple integration with the system's cognitive intelligence APIs.

Behind the app, there is an innovation project approved by scientific merit by Fidelity Mobile in the TECNOVA program, managed by the Financier of Studies and Projects (FINEP) and by the Mato Grosso Research Support Foundation (FAPEMAT). This project generated disruptive technologies unprecedented in the world:

• Deputy Chat + Citizen Chat: this is a real-time chat or chat tool with the same features as traditional instant messenger services, such as Whatsapp, which allows you to send text messages, files, from citizens with the deputies and the assembly. To meet the requirements of the Constitution and the Marco Civil da Internet, every user makes a prior registration before using this service;

• Web Chat: system for handling Chat Deputy interactions through the intranet integrated with the app. Through it, the deputy's office and the sectors of the legislative assembly can provide services to all citizens;

• Functions without and with internet: all services of the application can be used without internet, via SMS, at no cost to the citizen;

• Offline functions: the app allows browsing without internet and without bugs, overcoming one of the major problems of the current application ecosystem, as the vast majority of apps on the world market require a constant connection to the internet to perform simple functions such as opening, browsing and access menus;

• Gamification: inserted in the app in order to encourage young people to engage in political issues. When interacting with the app, citizens earn points, rise in the ranking, win trophies and compete for the title of collaborative citizen.
