with the central theme “Digital World – Challenges and Opportunities of a Changing Society”, The ABES Software Conference 2016 brought together businessmen, industry professionals, researchers and representatives of the Federal Government and development agencies, on September 15, at the WTC, in São Paulo to discuss trends, legislation, taxation, certification, safety, quality and innovations in the software and services.
 
Francisco Camargo, president of ABES, welcomed the participants and highlighted that the event was part of the organization's 30th anniversary celebration calendar. “In 1986, concerns involved fighting illegal software and catching up on technology. Today, entrepreneurs face new challenges, which include legal uncertainty, bureaucracy, tax complexity and excessive regulations. We have monitored and participated in these discussions in order to contribute to the creation of a more favorable environment for business management, both new and established”, he explained.
 
“According to a World Bank ranking of countries that make it easy to start a business, Brazil is in 174th position, that is, in one of the last positions and behind several Latin American nations. That needs to change,” he added.
 
Innovation and resumption of growth
 

In the lecture that followed the opening, Otávio Caixeta, Chief of Staff of the Information Technology Policy Secretary (Sepin) of the Ministry of Science, Technology, Innovations and Communications, who represented Minister Gilberto Kassab, was emphatic in saying that he agreed with the diagnosis presented by Camargo, and said that technologies and software are essential for the functioning of more efficient and transparent systems in public management and that there is a government effort to “make Brazil a better country for business development”.
 
Despite the changes in the presidency of the republic, Caixeta said that Sepin is in a growth phase and will gain an exclusive department for the software sector. The representative also highlighted that the ministry works through the pillars of training, such as Brasil +TI; and innovation, with the Startup Brasil program, which will soon have a new edition. "From the correction of the problems with the federal public accounts, we hope to dialogue with the Ministry of Planning to resume the incentives to the software industry", he concluded.   
 
Another guest was Claudio Figueiredo Coelho Leal, superintendent of the Industries and Services Area, at BNDES, who spoke about the mission and current strategies of the national bank for economic and social development aimed at innovation, now under the command of Maria Silvia Bastos Marques, appointed to the post by Michel Temer (PMDB). Leal said that innovation and MSMEs (micro, small and medium-sized companies) are priorities for the BNDES. Another highlight was the lines of promotion for infrastructure and exports.

According to the superintendent, the bank is currently more transparent and all contracts are available for consultation online. “We will continue to be a relevant agent for the resumption of economic growth, but the BNDES will no longer be the only one to support the burden of long-term investments. In the ongoing policy review, we will be calibrating the bank's level of participation in order to allow the entry of other external sources of funding into the processes”. BNDES is an important partner of ABES in the Innovative MSME development line.
